Cleveland isn’t the one metropolis that has been accused of beneath reporting crime charges. Chicago and Philadelphia has confronted related claims up to now.

Since 2013, the division submitted 1.9 million case reviews to OIBRS. About 119,000 prison offenses weren’t submitted, totaling 5.3% of instances (a number of offenses are generally concerned in a single case). The roughly 119,000 whole uncounted offenses embody:
